Two major telecommunications infrastructure deals reshaped the MENA connectivity landscape this week. Kuwait's Zain Group secured a 20-year mobile telecommunications license in Syria, committing to invest over $1.5 billion over the next decade to build and upgrade the country's mobile network. The operator aims to launch Zain Syria in early 2027, targeting approximately 6.3 million subscribers with a network featuring 5G and AI technologies.

The license represents one of the largest single foreign investments in Syria's post-conflict economy. Zain paid $747 million for the license itself, with the remainder allocated to infrastructure buildout. The company expects to modernize existing infrastructure while deploying new cell sites across major Syrian cities. This move follows Zain's strategic divestiture of its African operations for $10.7 billion, redirecting capital toward high-potential MENA markets.

Simultaneously, Qatar and Turkey signed a strategic partnership to jointly develop the Es'hail-3/Türksat-Biruni communications satellite. Financed entirely by Qatar at approximately €295 million, the high-throughput satellite will deliver 50 Gbps of capacity across the Middle East, North Africa, and significant portions of Europe and Africa. Thales Alenia Space will manufacture the satellite, with a planned launch in 2030.

The satellite partnership strengthens Qatar's position as a regional space power and provides Turkey with expanded orbital infrastructure. For MENA, the combined effect of these deals is significant improved connectivity infrastructure — mobile broadband through Zain Syria and satellite broadband through the Biruni project — reaching populations that have historically been underserved.
